The Capitol Fax Blog reports the Illinois Speaker of the House of Representatives Michael Madigan has called for a committee of the whole to discuss the Gross Reciepts Tax. Back in February I there was a committee of the whole called for the issue of electric deregulation. And this is what a committe of the whole means.
If you're a political junky you are probably already thinking about what this means. And what this means to who. And a few others might see this is as a good thing especially if some people or groups want to see its defeat.
